The following statements are intended to describe the general nature and level of work performed. They are not representing an exhaustive list of all responsibilities, duties and skills required.

Bishop’s University is seeking a Manager of Procurement for a regular full-time position. Reporting to General Counsel the incumbent is responsible for all duties related to the procurement on the University campus in accordance with government rules and regulations as well as internal policies. The position is also responsible for the update of the procurement internal processes and policies and to prepare reporting required by the government. This position has a work week of 35 hours from Monday to Friday with occasional evenings and weekends required.
Nature of Duties & Responsibilities

Advise managers, department chairs and or researchers in their purchasing planning and strategy;
Watch and control the possible savings related to the University purchases and priorities negotiation with suppliers accordingly;
Keep abreast with the new products, equipment and services available on the market as well as new suppliers and service providers in relation with the purchasing needs of the University; ensuring the best procurement services;
Write call for tender’s documents and validate specifications before submission to the government procurement Website (SEAO) or directly to suppliers and or service providers. Verify and analyze bids received from suppliers based on the set criterions. In case of public call for tenders including quality components, act as the Secretary of selection committees;
Produce the required government reporting related to the University’s purchases;
Ensure that call for tender conditions and procurement processes allow for a fair and equitable treatment of qualified tenderers, while meeting the needs of the University.
Negotiate mutual agreements, terms and conditions and financial claims with vendors, where applicable;
Receive, treat and analyze complaints received during the call for tender process. Answer requests from Autorité des marchés publics when the complaint escalades.
Manage the consultation process, write and implement the Collusion and Corruption Risk Management plan in collaboration with the RARC and the University Delegate.
Elaborate, update and takes responsibility for the Policy respecting the awarding and management of contract and all ensuing procedures.
Implement and control procedures and processes to ensure that procurement regulation is respected
Implement sustainable procurement practices;
Budget and manage available funds to meet annual objectives.
Supervises the work of employees placed under his or her supervision.
Train internal people on procurement best practices and build and keep up to date internal policies and tools;
Participate in the implementation of the computerized solution to manage procurement on the University Campus, and responsible to maintain the selected tool;
Represent the University on various shared table and working group between Universities or any other public institutions relating to procurement;
Responsible of other projects and general tasks related to procurement, as instructed by the Director of Finances;
Other tasks as assigned.

Exigences et conditions

Qualifications & Requirements

Bachelors of Business Administration with specialization in an appropriate discipline;
Minimum 5 years of experience in procurement including a supervisory role;
Direct experience with the Quebec procurement law and regulations for public bodies will be an asset;
Title of P.G.C.A. (professional in supply chain management) is an asset
Certification of selection committee secretary is an asset
Knowledge of computerized procurement system as well as the Microsoft Suite;
Bilingual (English and French) in speaking and writing.

Salary Range: M8 – $61,279.40 to $79,970.80
